Park Rapids OKs condos’ shoreland variance

The city council approved a request to spread the impervious coverage limit across the entire condominium development rather than reckoning it within each tier of the development.

The Park Rapids City Council approved a variance Tuesday, Aug. 24 regarding impervious coverage limits in a shoreland district.

Interim City Planner Ben Oleson presented a variance request regarding the Baywood Condominium, a development platted in three tiers on the east side of Mud Lake.

Oleson said that developer Greg Grover asked to have the 25 percent impervious coverage limit extended across the entire development rather than applied to each tier. Oleson noted that with only 20 of the planned 36 homes permitted, tiers 2 and 3 are already approaching the limit.

Oleson admitted that the resolution he presented to approve the variance has eight conditions, while the version that the city planning commission recommended for approval has only five. However, he said, he worked with Grover on the additional conditions and he felt they reflected the spirit of the planning commission’s original conditions.

The planning commission’s original conditions required a list of how Grover would like to allocate the remaining impervious coverage to each parcel in the development, a survey depicting the existing and anticipated impervious coverage, city council approval for any future changes to this plan, an as-built survey of any added impervious coverage and city staff review of any new development to ensure the conditions are met.

The final conditions go into more specifics about the amount of impervious coverage allowed, includes driveway size requirements and exempts the public roadway, Baywood Drive, from impervious surface limits.

After discussing whether to closely examine the differences between the two sets of conditions, the council decided against it. Council member Liz Stone moved to approve Oleson’s resolution as presented, and the motion passed unanimously.

Other business

In consent items and general business, the council:

  • Heard Manager Scott Olson report the Rapids Spirits municipal liquor store’s sales through August continue to run 4 percent higher than last year’s sales. So far this summer, he said, the store has sold more than 24 tons of ice. With coolers added to the “build your own six-pack” section of the store, sales in that area have increased by 26 percent compared to last August.

  • Heard Fire Chief Terry Long report the fire department continues to be busier than usual.

  • Paid Luther Built LLC $110,300 for materials for the public works storage building.

  • Paid Black Diamond Concrete $36,500 for the sealed, reinforced slab, drain, piping and sloping on the new public works storage building.

  • Paid Flaherty & Hood $2,054 for work on the history trail contract, a tech contract and the HLDC lease and consultant contracts.

  • Paid Brainerd Hydraulics & Air $1,126 for removing the shaft from the hydraulic pump and repair and replacement of the pump on a city plow truck.

  • Paid Streicher’s Law Enforcement Store $3,283 for ammunition required by the police department. This included cases of .223 and 9mm training ammo and duty ammo required annually for the department’s quarterly training and qualification shoots.

  • Granted the Park Rapids Lakes Area Chamber of Commerce public facilities use permits for Water Wars on Aug. 11 and Legends and Logging Days on Aug. 13.

  • Acknowledged donations to the city Aug. 6-16 totaling $35,250, including individual gifts of $10,000 and $25,000 for the Depot Park tennis courts.

  • Approved payables totaling $54,602 and prepaids totaling $215,967.

The city council’s next meeting is scheduled for 6 p.m. Tuesday, Sept. 14 at city hall.
