The Park Rapids City Council has passed a preliminary 2009 budget at about a 3.9 percent increase from 2008.

The increase is about $96,558, said Angela Brumbaugh, Park Rapids city treasurer. After the original budget proposals, the budget was cut by about $92,000, she said, to limit the increase to 3.9 percent.

The city is under a levy limitation for 2009 from the state.

In the area of revenues, building permits have decreased since 2007, according to a budget draft. In 2007, the actual revenue from building permits was $101,333. The estimate for 2009 is $45,917.

The decrease could be attributed to Wal-Mart construction in 2007, Brumbaugh said. But building permits can change drastically depending on large projects in the city, she said.

The budgeted amount for building permit revenue in 2009 is $50,000.

The breakdown of expenditures in the 2009 proposed budget is $1,140,696 for public safety, $726,619 for general government, $474,266 for public works, $161,205 for culture and recreation, and $76,699 for community development.

Brumbaugh stressed that the budget is still preliminary and will be discussed further before it is passed at a truth in taxation hearing in December.

"We don't know yet how it will affect tax payers," she said.
