Kevin Winson, the mayor of Maddock, N.D., appeared in state district court Monday in Devils Lake on charges of criminal theft, a felony, and trespassing, a misdemeanor, said Benson County State's Attorney James Wang.

Winson asked for a public defender to be appointed to represent him.

He bonded out Monday from the Lake Region jail in Devils Lake, which serves several counties, including Benson, according to a sergeant at the jail.

Wang said he also expects to charge Winson with ingesting an illegal drug, a misdemeanor.

When Winson was arrested and jailed last week on the theft and trespassing charges, his routine urine test showed evidence of methamphetamine, Wang said.
