Luverne couple faces criminal sexual conduct charges

A man and wife are each facing felony counts after allegedly engaging in criminal sexual conduct with a child under the age of 16, but older than 13.

A man and wife are each facing felony counts after allegedly engaging in criminal sexual conduct with a child under the age of 16, but older than 13.

Brad Andrew Haugen, 23, and his wife Angela Ann Haugen, 21, each face counts of third- and fourth-degree criminal sexual conduct in Rock County District Court. Both made a court appearance Monday and bond was set for each -- $20,000 for Brad, $15,000 for Angela. Public defenders were approved for both.

The complaint states the victim knew the couple, and alleges the sexual contact with one or both of the Haugens began in April. The initial encounter, she said, was with Brad, when he allegedly pressured her into having sex. She said she gave in and consented, as she was afraid of what he'd do if she said no.

A second encounter took place several weeks later, she said, and involved both Brad and Angela. The victim told an officer she objected to ideas posed by the couple, but they allegedly threatened to tell her parents about behavioral issues and also threatened to force her.

Authorities spoke with the couple separately.

Angela indicated she had participated in sexual behavior with Brad and the victim at least twice in April. Both happened in their home, she said.

Brad indicated he had seven separate interactions with the victim, both with and without his wife. The last encounter, he said, was in June, when Angela had come home and interrupted him and the victim.

Both Haugens are scheduled to appear in court this coming Monday. As of Tuesday, both were being held in the Nobles County Jail. If they make bond, both are denied any contact with the victim.
