All bids rejected on Depot Park tennis courts

Bids came back "extremely in excess of what we originally estimated," city staff reported June 28 to the Park Rapids City Council.

The Park Rapids City Council on June 28 rejected all bids received for the tennis court reconstruction project at Depot Park.

City Administrator Angel Weasner explained that the bids on the project, opened June 9, “were extremely in excess of what we originally estimated.”

According to documents in the council’s agenda packet, the engineering estimate for the project was $600,000. A bid from Anderson Brothers was for over $907,000, and another from Gladen Construction was for about $1,034,000.

City Engineer Jon Olson recommended rejecting all bids.

Council member Erika Randall noted that the tennis courts’ design specifications were so unique that despite reaching out to firms outside Minnesota, only two companies submitted bids.

“The (Park Rapids) Tennis Association may have had their sights set on something that was a little out of reach,” said Randall, “not reflective of normal tennis courts. Hopefully, they can come back down to earth a bit and reapproach it.”

“This wasn’t unexpected,” said Olson. “We’ve seen price increases over the last several months, in the category of 30 to 50% on average over the last year. … It’s really in line with what we’re seeing, or maybe on the higher side.”

Noting that the tennis association’s desire for a post-tensioned concrete design limited their options, Olson added, “Any time you reduce the bidding pool, you have an opportunity to see higher pricing. I’m not surprised by the results here. It’s unfortunate to recommend that we reject these bids and move forward in a different direction that might be a lesser type of improvement.”

Randall made a motion to reject the bids, and it passed unanimously, absent council member Liz Stone.

In consent items and general business, the council:

  • Approved a subsurface sewage treatment systems inspector contract for 2022 with Al Winterberger of Winterberger Inspections. The contract, retroactive to the beginning of the year, agrees to pay Winterberger 90% of the sewage fee per inspection and $75 per re-inspection.
  • Paid the Coalition of Greater Minnesota Cities $7,179 for 2022 general dues.
  • Paid Davis Electric $1,437 for labor and parts to repair several street lights, including bypassing the photo-eye and shortening cap at Essentia Health and replacing eight 54-watt LED mogul-base lamps.
  • Paid Dakota Supply Group (DSG) $5,062 for meter supplies and fittings, a budgeted expense, based on a quote substantially lower than Ferguson Waterworks’ quote.
  • Paid Flaherty & Hood, P.A. $1,605 for legal services, including a deposition on general municipal matters ($1,520) and eastment work on the Fair Avenue project ($85)..
  • Paid Ferguson Waterworks $23,902 to purchase three 1-1/2 inch T10 meter registers, 30 5/8 by 3/4-inch V4 Mach10 meters, six 2-inch Mach10 meters and eight 1-1/2 inch Mach10 meters, a budgeted expense.
  • Paid Josh’ Collision Center $9,689 to repair a 2020 Ford Police Interceptor squad utility vehicle. An insurance claim will reimburse the repairs, according to a staff report in the agenda packet.
  • Paid Kris Engineering, Inc. $2,823 for parts and freight charges involved in repairing the front plow cutting edges on two public works vehicles.
  • Paid Leading Edge Mechanical $13,245 to replace four old radiant heater power heads with new, B-8 spark ignition power heads, using American Rescue Plan airport reserve funds. According to a staff report, the invoice included four B-8 units, new combustion chambers, mica windows, labor and materials to replace a vacuum pump exhaust blower, and a new thermostat.
  • Paid Samuelson Laney Plumbing, Heating & Cooling, Inc. $19,601 to replace two Carrier 3-ton, 14 SEER (seasonal energy efficiency ratio) rooftop heating and air conditioning units on city hall, using reserve funds.
  • Paid TKDA $3,977 for engineering work on the airport terminal area taxilanes construction project..
  • Granted a public facilities use permit to RD Offutt Farms Co. for the use of Deane Park on July 27 for a company picnic. Council member Tom Conway, a Lamb Weston employee, had this item removed from the consent agenda and abstained from the vote, due to the local potato plant being a joint venture between RDO and Lamb Weston.
  • Granted a multi-vendor merchant license to the Park Rapids Lakes Area Chamber of Commerce for Legends and Logging Days, Aug. 12-13 on the fourth block of Main Ave. S. and property owned by Hugo’s behind Main Street Meats.
  • Granted two gambling permits to the Antique Tractor and Engine Club for charitable raffles, Aug. 6 and Oct. 21 at the Antique Tractor and Engine Club Grounds.
  • Acknowledged a $2,500 donation from Sanford Health to the Depot Park tennis court replacement project.
  • Approved payables totaling $94,554 and prepaids totaling $174,062.

The city council’s next meeting is scheduled for 6 p.m. Tuesday, July 12 at city hall.
