The Hubbard County Board renewed a resolution “to provide flexibility to our local restaurants that are operating within shoreland areas to allow them to comply with executive orders and also be in keeping with the shoreland ordinance,” according to Hubbard County Environmental Service Director Eric Buitenwerf.

The resolution allows temporary use of outdoor shoreland space on bars and restaurants “to facilitate food and alcohol service,” consistent with federal and state orders and public health and safety guidelines, that would otherwise be prohibited by the county’s shoreland ordinance.

The board passed the resolution on Feb. 16.

Buitenwerf noted that Gov. Tim Walz updated the executive order on Feb. 12, increasing the maximum outdoor eating capacity from 150 to 250 and adjusting hours of operation from a 10 p.m. to 11 p.m. closing time.

“The proposal would be to renew this resolution for 2021,” Buitenwerf said, subject to the county attorney making necessary modifications due to the updated executive order.

The resolution states, “The temporary shoreland use and outdoor alcohol consumption allowed … shall terminate when the public emergency declared by the governor under Minnesota Statutes Chapter 12 terminates or the governor permits bars, restaurants, and places of public accommodation to reopen for indoor service with full capacity, whichever occurs first.”

In other business, the board did as follows:

  • Authorize the purchase of equipment totaling $56,213 for four squad cars, as recommended by the county sheriff.

  • Approved a purchase of service agreement between Hubbard County and the Lakes Area Dive Team in the amount of $5,000.

  • Approve Auction List for K-Bid, which included nine recycling sheds, a skid steer loader and snowmobile trailer.

  • Agreed to support and act as a sponsoring agency for Local Road Improvement Program (LRIP) Projects in the city of Park Rapids (Fair Ave.), Clay Township (Jig Saw Dr.), Clover Township (Little Mantrap Dr), Henrietta Township (170th St. and 204th St.), Mantrap Township (Island View Dr.) and White Oak Township (Far North Dr.).
