Five-year road construction plan approved

The Hubbard County Board approved the proposed five-year (2021-2025) road construction program in August, following two public hearings on the matter.

Hubbard County Public Works Coordinator Jed Nordin said “hot topics” at the hearings were County State Aid Highway (CSAH) 23 by Akeley and County Road 86 northwest of Nevis.

Both are listed as “potential projects” in the road plan.

Nordin said CSAH 23 is a legitimate candidate for future work, proposing grading, aggregate base and bituminous on 4.2 miles, from State Hwy. 64 to Cass County Line.

As for County Road 86, Nordin said he favored building CSAH 2 first. The current plan suggests grading, aggregate base and bituminous for 2.7 miles on County 86, from CSAH 2 to one mile north of CSAH 40.

Nordin said his goal is to prioritize construction projects and place them within the first couple of years of the road plan. Years three, four and five are “tentative, to a degree,” he said.

The 2021 project schedule is as follows:

  • Bituminous reclamation/paving on 13.6 miles of CSAH 3 from U.S. Hwy. 71 to CSAH 9.

  • Bridge replacement on CSAH 16 at the Necktie River.

  • Bituminous overlay on 3.5 miles of County Road 109, starting from CSAH 13.

  • Bituminous reclamation/paving for 3 miles on County Road 106, from State Hwy. 87 to the Wadena County Line.

  • Grading, aggregate base and aggregate surfacing on County Road 119 from the end of the bituminous to 174th St, about 1.5 miles.

  • Storm sewer, mill and overlay on CSAH 49, from State Hwy. 64 to State Hwy. 34.

  • Bridge replacement at Fairwood Drive on Lake Belle Taine.

The proposed projects for 2022 are as follows:

  • Bituminous reclamation/paving on 10.1 miles of CSAH 16, from U.S. Hwy. 71 to the Cass County Line.

  • Grading, paving and aggregate shouldering on CSAH 7 from Dorset to CSAH 40, or 3.8 miles.

  • Bituminous paving and aggregate shouldering for 3 miles on County Road 119, from CSAH 33 to 174th St.

  • Bituminous overlay on 2.7 miles of County Road 93, from State Hwy. 64 to CSAH 39.

In related business, the board approved an amendment to the local option transit sales and use tax so that it included the new five-year plan.
