City takes no action at meeting

The Park Rapids Council met for more than an hour Monday morning to review criminal charges against the newly appointed city administrator and determined no action would be taken at this time.

"The complaint will go through the legal process, and that is a county process. The city is not involved," according to a statement issued following the meeting.

About 24 hours after the Park Rapids Council officially appointed Scott Larson as city administrator, a Hubbard County deputy arrested him for DWI.

Larson, 54, of Cambridge was arraigned Thursday on two counts of third degree DWI, one for results of a breath test showing an alcohol concentration of .19 (with .08 being the legal limit) and one for a prior DWI conviction in November 2005.

Maximum penalty for each gross misdemeanor is one year in jail and/or a $3,000 fine.

The terms of the city's employment agreement state his employment commences Feb. 4 so Larson apparently was not employed yet at the time of his arrest or Monday morning's closed meeting.
