Authorities have determined a suspicious white substance found in an envelope at US Bank Service Center here is wheat flour.
Law enforcement officials were dispatched to the scene at 4325 17th Ave. S. at 12:44 p.m, Fargo Police Lt. Pat Claus said. An employee had opened an envelope and white powder spilled out, authorities said.
Fargo fire, police and hazardous materials officials responded. The case has been turned over to the FBI, Claus said.
No one was allowed in or out of the building while the investigation was ongoing, but authorities using a spectrometer were able to determine just before 3 p.m. that the substance was not dangerous, Fargo Fire Marshal Norm Scott said.
About 700 people were inside the building at the time, Scott said.

There is a return address on the envelope but it has not been released to the public. Authorities are trying to contact someone at that address, Scott said.
