AGENDA APPROVAL a) No changes were made to the Agenda. Commissioner Christenson made a motion to approve the Agenda as presented. Commissioner Van Kempen seconded the motion. Carried 2. CONSENT AGENDA a) Approve Minutes b) Auditor Warrants & Claims c) Social Services Warrants and Claims d) AIS Partner Donations Accept donations as listed in Resolution 0321202301 0321202301 AIS partner funds e) Approve Premises Gambling Permits for Mandatory Fun Outdoors Inc for Pull Tabs, paper and electronic. f) Review and approve resolution 0321202302 granting a new Waste Hauler License for Greenday Rolloff Services of Brainerd, MN for 2023. 0321202302 Waste Hauler License Applications g) Consent Agenda Approval No changes were made to the Consent Agenda. Commissioner Van Kempen made a motion to approve the Consent Agenda as presented. Commissioner De La Hunt seconded the motion. Carried 4. COUNTY EMPLOYEE RECOGNITION a) County Employee Recognition Auditor/Treasurer Patricia Muscovitz, Election Support began the temporary position on March 15, 2023. Sheriff Troy Christenson, Patrol Sergeant is recognized for 25 years of service on March 16, 2023. Emili Martinez Nava, Dispatcher/Jailer began the part-time position on March 20, 2023 5. HIGHWAY / SURVEY a) Highway Users Tax Distribution Fund for Local Roads and Bridges 2023 State Aid for local transportation information was shared. 2023 Highway Users Tax Distribution Fund b) Review and approve bid for Project CP 29-23-02 - Aggregate Surfacing Annual aggregate surfacing contract for county roads in the north half of the county, various township roads, and also a Class 1 Stockpile. Bid includes $370,665.01 for county roads, $166,411.21 for township roads, and $32,450 for the Class 1 Stockpile. Funding used will be county maintenance funds and township funding. Commissioner Van Kempen made a motion to approve the low bid of Vogt Dirt Service, LLC, of Bemidji, MN in the amount of $569,526.22 for Project CP 29- 23-02. Commissioner De La Hunt seconded the motion. Carried c) Review and approve resolution 0321202303 and agreement with MnDOT for TH 34 Detour in Akeley MnDOT has a project planned for the city of Akeley on TH 34 during the summer of 2023. Phased construction will require the detour use of CSAHs 12, 23, 25, and 49. Anticipated durations and reimbursements are shown in the agreement. Commissioner De La Hunt made a motion to approve resolution 0321202303 and authorize signatures of County Administrator and County Engineer for MnDOT Agreement No. 1052426 for Project SP 2902-44 in the City of Akeley. Commissioner Van Kempen seconded the motion. Carried d) Truck Maintenance Commissioners were made aware of significant repair costs to one of the tandem trucks in the fleet. Discussion was held regarding the most cost effective measures for the unit. e) Department Update Assistant Highway Engineer Adolphson provided an update on the 2023 project lettings. 6. NATURAL RESOURCE MANAGEMENT a) Review and approve quotes for forest regeneration site preparation. The NRM Department received one quote for site preparation of 177 acres of recently harvested forest sites. The quote from Future Forests, Inc. of Askov, MN for trench and spray herbicide on 91.8 acres for a rate of $92 per acre and for broadcast spray herbicide on 85.8 acres at a rate of $85 per acre. These treatments will require 42.9 gallons of Tordon K herbicide @ $96 per gallon and 5.9 gallons of Liberate surfactant @ $35 per gallon. The estimated total contract value is $20,064.48. Funds for this contract are from the Forest Development account. Commissioner Van Kempen made a motion to approve the quote from Future Forests, Inc. of Askov, MN for trench and spray herbicide on 91.8 acres for a rate of $92 per acre and for broadcast spray herbicide on 85.8 acres at a rate of $85 per acre. Carried b) Review and approve Resolution No. 0321202304 to act as legal sponsor of Outdoor Recreation Grant application for improvements to Heartland Park. The Hubbard County Parks and Recreation Department is applying to the MN-DNR for an Outdoor Recreation Grant to make improvements to Heartland Park. The improvements include the replacement of the 5-12 year-old playground system and swings that was installed in 2004, and the construction of an ADA compliant sidewalk from the parking area at the Glen Bullock Landing to the boat ramp along with a floating handicapped accessible dock. The grant applications are due no later than March 31, 2023 and awards will be announced in June of 2023. The total project cost is estimated at around $245,000 with a 50% county match. Commissioner Christenson made a motion to approve Resolution 0321202304 in support of the Parks and Recreation Department’s grant application to the MN-DNR Outdoor Recreation Grant for improvements to Heartland Park. Commissioner Van Kempen seconded the motion. Carried c) Conveyance of PID 24.01.04031 for a public use to MN-DNR for improvements to Benedict Lake Public Water Access David Schotzko from the MN-DNR, Parks and Trails Division is requesting a conveyance of tax forfeited land for a public use to make improvement to the public water access to Benedict Lake. The adjoining PWA is currently maintained by the MN-DNR, however it has been determined that a large portion of the access is actually on tax forfeited land. The DNR is requesting a conveyance (at no cost) of parcel 21.01.04031. The Parks and Recreation Department is requesting a parcel of MN-DNR managed land adjacent to Heartland Park in Park Rapids (The northerly portion of the old trestle bridge) be donated to Hubbard County in exchange. Parcel 24.01.04031 adjoins the Benedict Lake PWA as well as the Paul Bunyan State Recreation Trail. Commissioners authorized the Land Commissioner to move forward with discussions for a conveyance of said parcel (PID 21.01.04031) to the MN-DNR for a public use. No motion or vote was required. d) Review and approve fourteen timber appraisals for an April 17, 2023 timber auction. The Resource Managers of the Natural Resources Management Department have surveyed fourteen tracts of timber for a timber auction scheduled for April 17, 2023 beginning at 9:00 am. The 14 tracts cover 605.12 acres and contain an estimated 10,759 cords of aspen, birch, norway and jack pine, as well as other species. The total appraised value of the timber is estimated at $202,605.93. Commissioner De La Hunt made a motion Approve the fourteen (14) tracts for sale and authorize the Land Commissioner to conduct a timber auction on Monday, April 17th beginning at 9:00 am, selling said tracts to the highest bidder. Commissioner Van Kempen seconded the motion. Carried e) Review and approve quotes for seasonal forest road grading (north and south). The NRM Department has received quotes for seasonal forest road grading for both the north and south forest road groups. Gladen Construction, Inc. is the sole bidder for forest roads in the northern sector. Their quote came in at $107.55 per mile and $148.95 per hour for any additional grading work requested. Thelen’s Excavating, Inc. provided the low quote for road grading in the southern sector at $75.00 per mile and $110.00 per hour for any additional blading work. Gladen’s Construction, Inc. quoted $96.00 per mile and $148.95 per hour for additional work. Commissioner De La Hunt made a motion to approve quotes from Thelen’s Excavating, Inc. at $75/mile for forest road grading in the south and Gladen’s Construction, Inc. at $107.55/mile for grading in the north. Commissioner Christenson seconded the motion. Carried f) Department Update: The Closing was held for 680 acres donated to Hubbard County from the Norther Water Land Trust on Wednesday, March 15th facilitated by The Conservation Fund. The Deep Lake Park Master Plan will be reviewed by the Greater MN Regional Parks & Trails Commission, Wednesday, March 22nd. 7. SOCIAL SERVICES a) Three Year Service Agreement City of Park Rapids This purchase of service agreement between the City of Park Rapids and the Hubbard County Board is to establish the framework for the delivery of public transportation service to be provided to the city residents by the Hubbard County Heartland Express, and the method of payment for this service. It is the intent of both the City and the County to provide quality, cost effective transportation to the residents of Park Rapids. The provision of this service by the Hubbard County Heartland Express is seen as in the best interest of both the City and the County. Park Rapids City will pay Hubbard County Heartland Express $1800.00 per month for service. Commissioner Christenson made a motion to approve and sign this purchase of service agreement between Heartland Express and the City of Park Rapids. Commissioner De La Hunt seconded the motion. Carried 8 ADMINISTRATOR a) Administrator Cadwell provided updates on the tax valuation notices and the status of the candidate interviews for an IT Director. Both Commissioner Krueger and Van Kempen will participate in the interview process for the new Land Commissioner. 9. COMMITTEE REPORTS a) Commissioners provided updates on the following committees: Christenson: HRA (Housing Redevelopment Authority), Prime West De La Hunt: Heritage Executive Board Van Kempen: Northwest MN Juvenile Center, HCTA (Hubbard County Township Association), Region II Area Council on Aging (Land of Dancing Sky) Krueger: Region II Area Council on Aging (Land of Dancing Sky), SWCD (Soil & Water Conservation District), Kitchigami Regional Library 10 MEETINGS TO NOTE a) * MRC Meeting: Zoom - Monday, April 3, 10:00 am - 1:00 pm * Commissioner Van Kempen will attend the upcoming Department Head meeting, Tuesday, March 28th. * The League of Women Voters will be hosting a Candidate Forum for the District 4 Commissioner vacancy, Thursday, April 6th in Akeley at the ARCC (Akeley Regional Community Center) 11 ADJOURN a) Meeting was adjourned at 10:15 a.m. Commissioner Christenson made a motion to adjourn the meeting.
