Commissioner Dan Stacey made a motion to approve the consent agenda as amended; Commissioner Tom Krueger seconded the motion. Carried unanimously.

oDeputy Recorder Linda Sjodin is recognized for her 13+ years of service (12/03/2007-07/30/2021).
•Human Resources Department
oHR Specialist Teresa Walsh, is recognized for her 36+ years of service (12/12/1984 - 08/20/2021).
•Social Services
oSocial Worker - Adult Services Jamie Leverty began her full-time position on July 19, 2021.
•Solid Waste
oMechanic Andrew Peterson began his full-time position on July 19, 2021
Social Services was recognized for Achieving a 96% or higher timeliness rate January - March 2021.
b) Proclamation of County Staff Appreciation Day
c) Proclamation of County Staff Appreciation Day
WHEREAS, county staff serve as the cornerstone of this community, dedicating their time, skills, and expertise for the benefit of their neighbors; and
WHEREAS, county staff went beyond expectations, taking on personal risks, to continue delivering essential services to the citizens of our county during the COVID-19 pandemic; and
WHEREAS, in addition to their regular duties, many county staff were called upon and accepted new and challenging responsibilities during the pandemic such as expediting the distribution of thousands of dollars in economic recovery appropriations, empowering the survival of our local business community; successfully managing a deluge of mail-in ballots in an unprecedented federal election; and
WHEREAS, although the state has turned the corner on the COVID-19 pandemic, county staff continue their exemplary work, assisting with recovery through vaccination roll outs and preparing for the American Rescue Plan's multi-year recovery effort; and
WHEREAS, the work of county staff over the past year and a half have kept the doors of the county open and our community safer, healthier, and productive throughout months of unprecedented global transition; and
WHEREAS, President Sve and the Board of the Association of Minnesota Counties requested the Office of Governor Walz and Lt. Governor Flanagan to proclaim July 27, 2021 as County Staff Appreciation Day and their request was granted;
NOW, THEREFORE, we, the Hubbard County Board of Commissioners, proclaim July 27, 2021 as County Staff Appreciation Day and extend our thanks to the staff of our county and express deep gratitude for their commitment to excellence in public service during the COVID-19 pandemic.
5HIGHWAY / SURVEY
a)Repairs/Upgrades to fuel facility Park Rapids location
Commissioner David De La Hunt made a motion to approve the quote from O'Day Equipment for repairs and upgrades for the Park Rapids fuel facility in the amount of $34,602.96 contingent on approval of satisfactory construction agreement; Commissioner Ted Van Kempen seconded the motion. Carried unanimously.
Commissioner David De La Hunt made a motion to appoint the County Administrator to take the place of the board chair on the Joint Fuel Committee; Commissioner Dan Stacey seconded the motion. Carried unanimously.
b)Project Updates
6NATURAL RESOURCE MANAGEMENT
a)Review results of July 12, 2021 Timber Auction
Chip Lohmeier reviewed the results of the latest timber auction.
b)Temporary Workspace Agreement
Commissioner Dan Stacey made a motion to approve the agreement with Enbridge for a temporary workspace in the locations shown, for a total amount of $1000; Commissioner Ted Van Kempen seconded the motion. Carried unanimously.
c)Encroachment Issue on TFL in Section 4 of Lakeport Township
Commissioner Charlene Christenson made a motion to Authorize the NRM Department to begin the process to sell 0.34 acres of tax forfeited lands to adjoining landowners; Commissioner Ted Van Kempen seconded the motion. Carried unanimously.
7ENVIRONMENTAL SERVICES
a)Shoreland Management Ordinance, proposed Amendment 20
Director Buitenwerf reviewed the amended Shoreland Management Ordinance relative to the comments of Commissioners at the July 13, 2021 work session. He also reviewed the recommendations of legal counsel who suggested that the changes would not require an additional public hearing, but that a notice of intent to amend the ordinance be published ahead of the board's discussion and approval of changes.
Commissioner David De La Hunt made a motion to publish the notice of intent to modify the Shoreland Management Ordinance and add that item to the board agenda for August 17, 2021; Commissioner Tom Krueger seconded the motion. Carried unanimously.
8HUMAN RESOURCES
a)Request exception to overtime policy Section 10
Commissioner Dan Stacey made a motion to approve the exception to the overtime policy for Chief Deputy Parks from July 6, 2021 through the end of the Enbridge project; Commissioner David De La Hunt seconded the motion. Carried unanimously.
b)Personnel Policy Proposed Update, Telecommuting
Commissioner Charlene Christenson made a motion to approve the amendment to personnel policy relating to telecommuting as presented with quarterly reports back to the board about participation for the first year of the new policy; Commissioner Ted Van Kempen seconded the motion. Carried unanimously.
9ADMINISTRATOR
a)Deputy Recorder Resignation
Commissioner Dan Stacey made a motion to Approve the change in allocation from part time to full time for the Deputy Recorder Position increasing the FTE in the Department from 3.6 to 4.0 FTE; Commissioner Ted Van Kempen seconded the motion. Carried unanimously.
b)Technology in the Boardroom
Commissioner Tom Krueger made a motion to approve the amended contract with Icompass to add Video Manager to the Meeting Manager software for an additional cost of $4275 per year; Commissioner Dan Stacey seconded the motion. Carried unanimously.
c)Administrator Update
Cadwell informed the board that the closing date for County Recorder applications is July 23, 2021. Commissioners De La Hunt and Krueger will participate in the interview committee for that position.
Cadwell suggested that the Department Head meeting on July 27, 2021 at 9:00am would be an appropriate date and time to recognize county employees pursuant to the executive order and the board proclamation recognizing the work of all county employees throughout the COVID-19 pandemic.
A quorum of commissioners may be in attendance at that gathering.
