Commissioner Van Kempen made a motion to approve the Consent Agenda. Commissioner Krueger seconded the motion. The motion carried unanimously.

4. COUNTY EMPLOYEE RECOGNITION

-Adam Hensel began the full-time position of Jail Sergeant on October 10, 2021.
-Holly Malm began the full-time position of Jail Program Coordinator on October 10, 2021.
-Harleigh O'Dier began the full-time position of Dispatcher/Jailer on October 10, 2021.
-David Pietila began the part-time position of Deputy Sheriff on October 10, 2021.
-Anthony Petrie began the full-time position of Patrol Sergeant on October 11, 2021.
-Troy Christenson began the full-time position of Patrol Sergeant on October 12, 2021.
5. NATURAL RESOURCE MANAGEMENT
a)Review and approve Income Contract with the State of Minnesota for completing Plot Based Inventory Services.The MN-DNR will be completing plot-based inventory services in upper Mississippi River Valley, including Hubbard County, as part of a High-Definition Lidar acquisition and forest inventory project. These forest inventory plots require a high degree of accuracy and can be very time consuming. The MN-DNR will either complete the plots themselves or use specialized contract crews to complete the 70 plots needed for Hubbard County's inventory update. Hubbard County's current forest inventory is approximately 30 years old and in need of updating. These plots are designed to provide Hubbard County, along with numerous other public land managing agencies throughout northern Minnesota with a new forest inventory. Our forest inventory is what all of our forest management decisions are based. An up-to-date forest inventory is critical to making the proper management decisions.Commissioner Van Kempen made a motion to approve the contract with the MN-DNR for Plot Based Inventory Services for a maximum of $35,000. Commissioner Krueger seconded the motion. Carried
b)Review and approve quote to purchase two (2) TDC600 GPS units with ArcGIS Field Maps software.The Natural Resource Management Department needs to replace two (2) GPS units. This item was brought to the County Board previously with a different software package, which it was determined does not support the Minnesota County Coordinates System. The two (2) TDC600s loaded with ArcGIS Field Maps results in an $800 savings from the previous quote.Commissioner Krueger made a motion to approve the quote from Frontier Precision for two (2) TDC600s with ArcGIS Field Maps for $3,726.00 Commissioner De La Hunt seconded the motion. Carried
c)Review and Approve Tree Seedling Production Quote for Spring 2023The Natural Resource Management Department requested quotes for the production of 135,775 tree seedlings for the spring of 2023. The department received one quote. Containerized seedlings are higher priced than bareroot seedlings, but have a better survival rate and a lower labor cost to plant. Commissioner Christenson made a motion to approve the quote from PRT, Inc. for $25,717.34 Commissioner De La Hunt seconded the motion. Carried
d) Review the results of the October 11, 2021 Timber AuctionOn October 11, 2021 the Natural Resource Management Department held its fourth, and final, timber auction for 2021. Twelve (12) tracts of timber covering approximately 515.7 acres were offered for sale containing 9,130 cords of various species of timber. All 12 tracts sold on the first round of bidding. The timber auction brought in $312,071.50 in timber revenue.
6. SOLID WASTE
a) Review and approve quote to replace (8) exterior doors at Recycling Center
The exterior doors at the recycling building are in need of replacement. They are original to the building and have deteriorated beyond repair. Money is budgeted in 2021 for recycling center construction/repair.Commissioner Christenson made a motion to approve low quote of $27,089.20 from Haataja Contracting Inc., of Menahga, MN for exterior door replacement at recycling building. Commissioner Van Kempen seconded the motion. Carried
7. SOCIAL SERVICES
a)MAHUBE-OTTWA Long Term Homeless Grant PartnershipLiz Kuoppala of MAHUBE-OTTWA and Brian Ophus, Hubbard County Social Services Director, presented details about the history of the grant partnership with Hubbard County. MAHUBE-OTTWA is seeking $1,882,985 for the two-year period beginning January 1, 2022 to serve 318 long-term homeless households. MAHUBE-OTWA would be paid $71,679 to administer the grant, award 10 subcontracts, monitor and evaluate the subgrantees, and provide financial and programmatic reports to Hubbard County.Commissioner Christenson made a motion to approve the MAHUBE-OTTWA Long Term Homeless Grant Partnership. Commissioner Stacey seconded the motion. Carried
b)2022 - 2023 Hubbard County MFIP Biennial Service AgreementThe purpose of the Biennial Service Agreement is to provide DHS with information about services and strategies intended to meet program measures with the goal of increasing the economic stability of low income families on MFIP. This will ensure that people served through MFIP are equipped to obtain and sustain gainful employment that will ultimately lead to greater self-sufficiency. This is 100% funded through DHS.Commissioner Krueger made a motion to approve and sign the 2022-2023 MFIP Biennial Service Agreement. Commissioner Van Kempen seconded the motion. Carried
c)Monthly Board Report Brian Ophus presented a financial statement report for 2021 year to date.
8. HUMAN RESOURCES
a) Transit Coordinator
Gina Teems and Brian Ophus presented a qualified candidate to fill the Transit Coordinator's position at step 4. This position has been difficult to fill at times due to competitive job offers and a lean available workforce.Commissioner Van Kempen made a motion to approve the hiring of a qualified candidate to fill the Transit Coordinator's position at step 4. Commissioner Christenson seconded the motion. Carried
a) ARP Policy and Application
The Board of Commissioners authorized an Ad Hoc Committee to solicit and review ideas for the use of American Rescue Plan (ARP) dollars allocated to Hubbard County. Upon realizing that there would be more requests than the county could fund, the committee agreed with the recommendation by Administrator Cadwell that the county should approve an ARPA Policy and Application that would help to refine and prioritize both internal and external requests for funds. With the boards approval, the policy and application will be publicized for a period of time on the county website and local media outlets before a first review of application would begin. The detailed, policy, application, and the anticipated process were discussed. Commissioner Christenson made a motion to approve the policy and application as recommended by the committee. Commissioner Van Kempen seconded the motion. Carried
b)Set Date for Public Hearing on Fee ScheduleAs per MN Statute 373.41, the county board may, after a public hearing, establish the amounts of fees to be charged for the services, unless a statute has specified the amount.Commissioner Van Kempen made a motion to set the date for Fee Schedule public hearing for November 16, 2021 at 9:30am Commissioner Krueger seconded the motion. Carried
c)Administrator's UpdateAdministrator Cadwell reviewed the agenda for the fall Association of MN Counties (AMC) District 2 meeting.
