Commissioner Stacey made a motion to approve the Agenda as amended. Commissioner De La Hunt seconded the motion. Carried 4 COUNTY EMPLOYEE RECOGNITION a) County Employee Recognition • Auditor/Treasurer Sandy Rittgers, Chief Deputy Auditor/Data Processing Coordinator is recognized for 35 years of service effective July 16, 2022. Debra Frentress, Elections Support began the temporary position on July 13, 2022. Lynn Pykkonen, Elections Support began the temporary position on July 13, 2022. Lynn Spilman, Elections Support began the temporary position on July 13, 2022. • Highway Mark Krause, Maintenance II began the full-time position on July 18, 2022. • Social Services Elizabeth Piemonte, Child Support Officer is recognized for 10 years of service effective July 18, 2022. 5 NATURAL RESOURCE MANAGEMENT a) July 11, 2022 Timber Auction Results The Natural Resource Management Office held its third timber auction of the year on Monday, July 11th. The majority of the timber offered was storm damaged timber from the Memorial Day storm. The appraised value of all wood offered was $102,389.68. Total bid value was $137,552.68. Storm damaged sales have an expiration date of October 31, 2022 so the majority of the deferred revenues from this auction should be realized this year rather than the two-year delay common with most auctions. All ten tracts sold on the first round of bidding with aspen prices ranging from the $10.00/cord appraised price to $28.00/cord for the storm damaged wood and non-damaged aspen bringing just the appraised price of $28.80/cord. b) Review and approve Land Protection Donation Agreement between Crow Wing SWCD and Hubbard County. The Crow Wing Soil and Water Conservation District is in the process of acquiring 238 acres of forestland from the Conservation Fund in Akeley Township and 72 acres in Hendrickson Township and wishes to donate the land to Hubbard County for management of wildlife habitat, water quality protection, timber management, and public recreation. Both Akeley Township and Hendrickson Township have been informed of the pending acquisition and subsequent donation and are in favor of the project. Approve the Land Protection Donation Agreement between Crow Wing SWCD and Hubbard County. The Kabekona Lake Complex is predominantly a thirty-year-old norway pine plantation, while the Steel Lake Complex has an approximately 20- acre 25-year-old norway pine plantation along the northern edge of the property with the remainder of the property being a mix of immature aspen/mixed hardwoods stands. Commissioner Krueger made a motion to approve the Land Protection Donation Agreement between Crow Wing SWCD and Hubbard County for 238 acres of forestland from the Conservation Fund in Section 36 of Akeley Township and 72 acres in Section 24 of Hendrickson Township. Commissioner Stacey seconded the motion. Carried 6 SHERIFF a) Review and approve quotes for the E911 Upgrade The Sheriff’s Office Nex-Gen E911 Phone system is coming due for the scheduled five-year upgrade. This system is utilized in the handling of our emergency phone calls and SMS/Text that come into our Dispatch Center. Attached are the quotes we have received from Motorola Solutions and Independent Emergency Services (IES). The cost of this upgrade will be paid out of the 911 Budget. This is a 5-year contract for the lease of equipment and 24/7 support services. Commissioner De La Hunt made a motion to approve the quote from Motorola Solutions for the VESTA 9-1-1 As-A-Service system. Commissioner Stacey seconded the motion. Carried 7 HUMAN RESOURCES a) New Hire Starting Compensation - Social Worker (Children’s Services) Personnel Policy, Section 5 Compensation Administration provides for starting compensation above the minimum of the compensation grade range when an applicant has long term prior experience, subject to approval by the Board. The selected applicant brings additional years of community program experience. Commissioner Van Kempen made a motion to approve the hire of a Social Worker (Children’s Services) at grade 19, step 2 of the compensation grade range, upon recommendation of the Social Services Director and Personnel Policy, Section 5 Compensation Administration. Commissioner Krueger seconded the motion. Carried 8 ENVIRONMENTAL SERVICES a) Conditional Use Permit Amendment Application 2-CU-22 by Starlight Bay Resort, LLC Applicant is requesting to amend a condition of Conditional Use Permit 10-CU-05 that states how many permanent watercraft mooring spaces are allowed. Commissioner De La Hunt made a motion to approve amending the condition of Conditional Use Permit 10-CU-05 that states how many permanent watercraft mooring spaces are allowed to allow 24 total spaces per the layout shown on the site plan sketches in Conditional Use Permit Amendment Application 2-CU-22 and adopt the Planning Commission Findings of Fact. Commissioner Stacey seconded the motion. Carried b) Conditional Use Permit Amendment Application 3-CU-22 by Wambolts Cabins Part of the SE 1/4 of the SW 1/4, Section 1, and part of Gov’t Lot 2, Section 12, all in Township 141, Range 34, Lake Emma Township on Upper Bottle Lake, a recreational development lake. Parcels 16.12.00200 and 16.01.01600. Applicants are requesting to amend condition #2 of Conditional Use Permit 1-CU-12. Planning Commission (PC) recommendation: Motion Andres, second Petersen, to recommend approval of the conditional use permit amendment application with a condition that the pump tank on the septic system servicing the fifteen cabins be brought into compliance and adopt the staff report findings of fact. Commissioner Krueger made a motion to approve the conditional use permit amendment application to amend Condition 2 of Conditional Use Permit 1-CU-12 to add the proposed two shipping container rental units and four recreational vehicle site rental units to the resort and adopt the Planning Commission’s findings of fact. Commissioner Van Kempen seconded the motion. Carried c) Final Plat Application of Northwoods Aero Village by Greenhead Flight Services, LLC Gov’t Lots 1, 2, 3, and part of Gov’t Lot 4, Section 18, Township 145, Range 32, Farden Township. Parcels 07.18.00100, 07.18.00200, 07.18.00300, and 07.18.00400. Applicant is requesting to plat 81± acres into 14 lots. The preliminary plat approval condition that a letter be provided from the Hubbard County Soil and Water Conservation District regarding the proposed road’s construction complying with the Wetland Conservation Act’s de minimis allowance was satisfied. Planning Commission (PC) recommendation: Motion Kovacovich, second Andres, to recommend approval of the final plat application. Staff recommendation: Concurs with PC recommendation. Commissioner Christenson made a motion to approve the final plat application as presented for the Northwoods Aero Village by Greenhead Flight Services, LLC. Commissioner Van Kempen seconded the motion. Carried d) Preliminary Plat Application of Farris Acres by Son and Linda Tran Part of the SW 1/4 of the NE 1/4, Section 14, Township 145, Range 32, Farden Township. Parcel 07.14.00500. Applicants are requesting to plat 34 ± acres into 7 lots. Planning Commission (PC) recommendation: Motion Andres, second Grob, to recommend approval of the preliminary plat application. Passed 5-0. Staff recommendation: Concurs with PC recommendation. Commissioner De La Hunt made a motion to approve the preliminary plat application as presented for Farris Acres by Son and Linda Tran. Commissioner Van Kempen seconded the motion. Carried e) Department Update Commissioner’s heard an update on the implementation progress of the Short- Term-Rental Ordinance. 9 ADMINISTRATOR a) Heartland Lakes Development Commission (HLDC) Update Commissioners received an update from Executive Director, Mary Thompson HLDC Success Talking Points b) Administrator’s Report Administrator Cadwell provided an update on the status of the brokerage agreement for the Heritage Living Center. He will be attending the Minnesota Counties Intergovernmental Trust meeting, Wednesday, July 20th in St. Paul and Minnesota Association of County Administrators Conference in Duluth July 28 & 29th. c) Recess of Regular Meeting Regular meeting recessed at 10:20 a.m. Commissioner Krueger made a motion to recess the Regular Meeting until 11:00 a.m., at which time Commissioner’s will begin the interview process of the financial service provider candidates. Commissioner De La Hunt seconded the motion. Carried d) RFP for Financial Services Representatives from four of the business that replied to the RFP provided presentations to the Board; Baker Tilly, PFM, David Drown Associates, and Ehlers. Commissioners discussed the information presented. Commissioner De La Hunt made a motion to select Ehlers Public Finance Advisors and enter into a five-year agreement for financial planning services. Commissioner Krueger seconded the motion.
