AGENDA Hubbard County Planning Commission / Board of Adjustment Monday, September 26, 2022 The Hubbard County Planning Commission/Board of Adjustment will hold its regular public hearing and meeting on Monday, September 26, 2022 at 6:00 p.m. in the Hubbard County Government Center – County Board Room # 324. Planning Commission/Board of Adjustment (PC/BOA) hearing/meeting agenda items (i.e. applications and related documents), composition and duties, meeting procedure, and findings of fact may be viewed on the Hubbard County website (www.co.hubbard.mn.us) by clicking on the homepage “Agendas, Summaries & Minutes” link and then on the “Meetings” link on the subsequent webpage that opens. Public comment on agenda items may be made orally during the hearing/meeting or in writing. Written comments/materials on agenda items must be submitted to Hubbard County Environmental Services, 301 Court Ave., Park Rapids, MN 56470 by 3:30 p.m. on Wednesday, September 21, 2022 and include the submitter’s complete name and address of residence. Parcel 21.48.01000. Applicants are requesting a variance from Section 704 of the Shoreland Management Ordinance to subdivide a substandard sized nonconforming lot from adjacent nonconforming lots in the same ownership and place it in different ownership. Variance Application 22-V-22 by Margaret Cox: Lot 18, Block 1, Friendship Springs, Section 33, Township 143, Range 32, Lakeport Township on Kabekona Lake, a recreational development lake. Parcel 19.41.02000. Applicant is requesting a variance from Sections 501.2, 501.7, 1001, 1003, and 1005 of the Shoreland Management Ordinance and Section 7, Subdivision B.4 & 11 of the Subdivision Ordinance to subdivide a lot into two lots. One proposed lot does not meet the minimum lot area requirement. Both lots do not meet the following requirements: minimum lot width at the 100’ ordinary high water mark setback, minimum buildable area, and minimum lot width at the rear lot line. Applicant is requesting a variance from Section 4 of the Subdivision Ordinance to further subdivide a property by administrative subdivision within the 5 year waiting period from a prior administrative subdivision. Variance Application 24-V-22 by Bryan Wormley: Part of Gov’t Lot 3, Section 16, Township 141, Range 33, Mantrap Township on West Crooked Lake, a natural environment lake. Parcel 20.16.00110. Applicant is requesting a variance from Section 701 of the Shoreland Management Ordinance to alter a nonconforming use by placing a new rental unit where a previous structure existed. Variance Application 25-V-22 by Shari and Spencer Pribble: Lots 1 and 2, Hudson’s Bay, Section 11, Township 141, Range 32, Akeley Township on Big Bass Lake, a recreational development lake. Variance Application 27-V-22 by Smith Family Partnership: Part of Gov’t Lot 9, Section 14, Township 141, Range 33, Mantrap Township on East Crooked Lake, a natural environment lake. Applicant is requesting Part 1: An after-the-fact variance to amend the ordinary high water mark structure setback approved in Variance 82-32 and Part 2: A variance from Section 702 of the Shoreland Management Ordinance for a proposed addition to a nonconforming dwelling located in the shore impact zone. Variance Application 28-V-22 by Halo Properties, LLC: Part of Gov’t Lot 3, Section 19, Township 140, Range 33, Nevis Township on Lake Belle Taine, a recreational development lake. Parcel 21.19.02300. Applicant is requesting Part 1: An after-the-fact variance from Section 501.2 of the Shoreland Management Ordinance (SMO) for a duplex to be located on a lot that does not meet minimum duplex lot size standards and Part 2: A variance from Section 402, Item 13.R of the SMO to allow a duplex to be operated as a single short-term rental structure on a lot that does not meet the duplex lot size criteria 9.
