The Menahga City Council adopted a final 2017 tax levy of $439,264—a $22,588 or 5.4 percent increase over last year. Last year's levy was $416,676. In September, they initially proposed a 21 percent tax hike. The 2017 budget anticipates $926,255 in general fund expenses and $603,841 in revenue (not including the tax levy). The payable 2017 general fund tax levy will add another $322,414 to the city's coffers for a balanced budget. Last year's general fund levy was $304,514.
The Park Rapids Arts and Culture Commission hosted two community meetings last week, gathering input about how the arts can help create a more vital and prosperous city. Ryan Zemek, economic development director at the Headwaters Regional Development Commission (HRDC), moderated the informal brainstorming sessions. The goal is to have an "arts road map" incorporated into the city's comprehensive plan, which currently has no arts component.
Jeremy Tank, a former U.S. Marine and current member of the Star of the North U.S. Marine Corps League, took issue this week with a local, charitable organization using the Toys for Tots name and logo. He filed a complaint with the Toys for Tots Foundation. Organizers of Celebrating Christmas/Toys for Tots had permission to use the charity's name from Star of the North Commandant Dave Free. Tank says Free didn't have that authority.

Kathy Pilgrim's fifth graders assisted the elementary students with spelling, grammar and punctuation. The two teachers have collaborated on this letter-writing project for nearly 20 years.
Butch Whitcomb is a single dad living on Social Security. He takes part-time jobs when he can, but has battled neurological issues since birth. A 1995 Park Rapids High School graduate, Butch is raising his daughter, Bailey, a fourth grader. "I'm doing my best," he said. Butch and Bailey are one of the many families seeking extra help from Celebrating Christmas/Toys for Tots, a charitable gift-giving program that collects new, unwrapped toys and distributes them to less fortunate children.
The village of Osage — population 323 — is embroiled in controversy. An influx of high school league trapshooters over the past year-and-a-half has been a boon to the Osage Sportsman's Club, but the club's efforts to expand have resulted in discord with its neighbors and legal trouble. "It's really hard in a small town because we're all friends," said Barbara Southward, a Straight Lake resident who was among 120 local property owners that signed a petition opposing the expansion.
This holiday season, New Life Community Church rallied together to pack gift-filled shoeboxes for Operation Christmas Child. Hundreds of Park Rapids volunteers filled 5,258 shoeboxes with toys, school supplies, hygiene products, clothing and gospel messages. The packages are destined for children in Zimbabwe, Namibia, Tanzania, St. Lucia and Madagascar living in extreme poverty or affected by war, disease and natural disaster. For many children, it is the first Christmas gift they will receive.

For the past decade, someone has been leaving icons on Trinity Church's doorstep. The mysterious donor has bestowed more than a dozen to the Park Rapids church—the most recent one left hanging on the door in July. "It is interesting. But it is a mystery," said Trinity's senior warden Rosemary Moody. Considered an ancient form of prayer, Christian icons are usually associated with Eastern Orthodoxy. The traditional icon is a sacred image painted on a simple, wooden panel in egg tempera. They may depict the Virgin Mary, Christ, saints or biblical events.
