By Emily Welker / The Forum FARGO – Police are investigating what they say now is a homicide after discovering a dead body behind a southside strip mall an hour after mid-night Friday. Lt. Joel Vettel said officers were processing the scene east of 14th Avenue and 33rd Street in south Fargo Friday morning. Police will hold a news conference at 1:30 Friday afternoon at its downtown headquarters. Vettel said officers were called to that area at about 12:20 a.m.

Provisions of the Affordable Care Act include the requirement that people who aren’t covered by their employers or some other plan, including veterans’ coverage, must obtain health insurance. The penalty this year for individuals is $95 or 1 percent of annual income, whichever is higher.
