Dilworth man accused of molesting boy, girl
A Dilworth man is accused in Clay County District Court of molesting two young children while they were living in a relative's home in 2003.
Warrants have been issued for the arrest of Billy Joe Ortiz, 28, in connection with the felony charges involving a boy and a girl.
Ortiz faces first- and third-degree criminal sexual conduct charges in connection with the incidents alleged to have occurred in Moorhead, according to court documents that detail the case:
Authorities began investigating last year after a girl told them Ortiz sexually abused her when she was about 8 years old.
During that investigation, authorities learned of another potential case involving a boy who was 13 at the time.
Investigators used Ortiz's criminal history and law enforcement records to correlate the children's memories with dates.
The girl told police she was molested when an adult in the home was taken to a hospital. Police linked that to March 2003 when authorities responded to the home for a medical issue.
The girl said she had just taken a shower when Ortiz told her to take another one and wash her hair again. He then came into the bathroom and bathed her before molesting her.
The boy told police Ortiz raped him right before going to jail for stealing a camcorder. Ortiz was arrested in August 2003 after three boys told police he used a baseball bat to rob them of a video camera.
The boy said he was watching television with Ortiz when Ortiz began molesting him. Ortiz stopped after hearing people come toward the living room, the boy said.
Ortiz told the boy not to tell anyone about the molestation, he told police.
The first-degree charge, stemming from the girl's allegations, carries a maximum 30-year sentence. The third-degree charge, stemming from the boy's allegations, carries a maximum 15-year sentence.
