A Ham Lake man is scheduled to make his first appearance Monday in Becker County District Court on a felony charge of criminal vehicular operation in connection with a Nov. 16 incident involving an ATV crash in rural Becker County.

Mark Albert Kinney, 47, of 14008 Quemoy St., Ham Lake, is also facing a gross misdemeanor count of the same charge.

According to the criminal complaint, Kinney was allegedly the driver of a Polaris all-terrain vehicle that was involved in a rollover at around 2:20 a.m. on Nov. 16. There were four passengers in the vehicle, according to the complaint, with two of them being severely injured in the incident.

According to the complaint, one of the passengers suffered a partially severed finger that later had to be amputated surgically, while another suffered a concussion.

Kinney was allegedly intoxicated at the time of the crash; according to court records, he performed poorly on field tests administered at the scene, and a blood test administered later at the jail showed a result of .10.
