Township residents urged to attend annual meeting

Townships will hold their annual meetings Tuesday, March 13.

The annual meeting is a gathering of the town residents, not the town board.

The yearly confab is what sets townships apart from other forms of government, according to the Minnesota Association of Townships. At this meeting, the residents of the township have a direct opportunity to have a voice in how the townships will be run. They do this by voting on a variety of matters on which the town board must receive elector approval, and most importantly, by directly voting on and approving the township's levy for the next year. This means, with very limited exception, the town board can only spend that which has been authorized by the voters.

Town board members may vote as residents, make motions and provide information, but the supervisors cannot legally take actions as the town board.

Some townships have opted to hold their elections in November, in which case the board members are elected to four-year terms and elections are held in either even or odd years, depending on the choice of the township. These townships must still conduct the annual meeting in March.

A town board of supervisors, elected to staggered three-year terms on an annual basis, makes up the governing body for most townships. The board of supervisors is joined by a township clerk and township treasurer.

Townships are the original form of local government in Minnesota, established as part of the Northwest Ordinance of 1787. The township government, a carryover from Europe, served as a familiar building block to develop the state by dividing land areas into 36 square mile units, known as congressional townships.

In the event of inclement weather, the annual township meetings will be postponed to Tuesday, March 20.
