29-year-old causes disturbance at Fargo Hooter's, arrested after he flees, kicks out police car window

FARGO - Police say a 29-year-old man who was causing a disturbance Monday night at Hooters restaurant in south Fargo fled the scene when officers arrived and kicked out a window of a police car when he was later arrested in north Fargo.

Officers were called at 8:53 p.m. to the restaurant at 3434 Fiechtner Drive S., where Kyle Kent Belgarde was reportedly trying to get people to fight him, Sgt. Jim Kringlie said. Because of Belgarde's past behavior - he has an extensive criminal record that includes convictions for assault and disorderly conduct - three officers were sent, he said.

When officers arrived, Belgarde - who had a city warrant out for his arrest - ran out a side door, got into his vehicle and locked the doors, Kringlie said. Officers tried to get Belgarde out of the vehicle, but he drove off west on 13th Avenue at a high rate of speed with his lights off, he said.

Police didn't pursue Belgarde but later located him at New Horizons Manor at 2525 Broadway in north Fargo. Kringlie said Belgarde warned officers that he would kick out the police car's window if they put him in it.

"And so he did," he said.

Belgarde was arrested on suspicion of criminal mischief, fleeing in a motor vehicle, reckless driving and driving under suspension.
