Beltrami County Board to review jail upgrade

A Beltrami County Jail upgrade project will be discussed by county commissioners during their 3 p.m. work session Tuesday.

The jail controls system is well past its life expectancy and must be replaced, argues Steve Shadrick, county facilities manager, who seeks to replace the system,

The project, estimated at $280,000, has been discussed since 2008 but not done due to lack of funding. The jail controls operate lighting, intercom, door, water and video security. Replacement parts are no longer available, so they have had to be built.

"It has become increasingly difficult to maintain a system that functions correctly and provides the level of security and precision that a system should," Shadrick says in a memo.

Commissioners will also discuss contracting with Engineering Design Initiative for $23,000 or 8.25 percent of the total project cost to engineer the jail controls upgrade.

Also during the work session, commissioners will review a Feb. 12 turn-in prescription drug program and consider a re-organization plan for income maintenance case banking in Bemidji and Redby Health and Human Services offices.

At their 5 p.m. regular meeting, commissioners will consider filing a full-time payroll technician position, a full-time network administrator position, hold a public hearing on the revocation of a portion of a County Road 22 right-of-way resolution, and consider a Con-Con $64,608 grant recommendation.

The board's consent agenda includes county bills and warrant payment listing, approval of set-up licenses, approval of a Wetland Conservation Act application, approval of 2011 Forest Development bid awards and approval of payments to contractors for 2011 Natural Resource Management project activities.

Also, commissioners will consider an amendment to the 2011-12 remonumentation contract, Health and Human Services host county contracts for 2011, a resolution authorizing 2011 boat and water grant participation and approval to hire a casual boat and water deputy.
