Census participation low in Hubbard County

Hubbard County residents lag significantly behind the state, the nation and neighboring counties in returning U.S. Census forms.

County residents are also well behind Park Rapids city residents in Census compliance.

The county, as of Thursday, had returned 43 percent of forms delivered door to door last month. Park Rapids residents had returned 61 percent, which is closer to the state compliance rate of 60 percent. The national return rate is at 52 percent.

Neighboring counties also did better than Hubbard County. Beltrami County has a 51 percent return rate, close to Bemidji's, which is 52 percent.

Becker County residents have returned 51 percent of their surveys; Clearwater has a 48 percent return rate and Cass County hovers near Hubbard's at 44 percent.

The U.S. Census Bureau will mail another round of 2010 questionnaires to about 40 million households April 1-10, the Bureau indicated. The replacement questionnaires will give households that have not yet responded another opportunity to fill out their form and return it by mail.

The goal is to increase mail response rates in areas that had low mail response rates in 2000 and decrease expensive door to door follow up operations.

The Census Bureau estimates that it costs "approximately $57 per household to send a trained Census taker to your door while it only costs 42 cents to return the questionnaire by mail."
