The real issue is will people opt for the few fast restaurants in PR due to economic reasons OR go purchase fresh vegatables etc at one of the local stores and eat healthy? What is the water consumption per person. And I do not mean the local water. I mean clean water bought in bottles or home services. Increasing clean water intake on a large scale can have a great impact on overall health. Maybe the transfer station can survey empty water bottles once a month or so and see over time if the number increases. Retail sales may help also. With the registers they can tell you if consumption is going up or down. Bottom line: More food prepared at home from fresh ingredients and less processed foods. More water.
