Riverside project will include diagonal parking, sewer
The Riverside area utility and street improvement project will include some diagonal parking along 2nd and 3rd streets but not as much as some city councilmembers preferred.
Jon Olson, with Apex Engineering Group, presented a few parking options to the Park Rapids City Council Tuesday night that would allow more diagonal parking along 2nd and 3rd streets.
The preliminary engineering report, which includes street and utility work for an area south of Highway 34 between Highway 71 and Fish Hook River, included diagonal parking on the south side of 2nd street from Highway 71 to Washington. This increases the current parking from 52 stalls to 66 stalls on 2nd street.
The preliminary engineering report included an increase in parking stalls on 3rd street from 89 existing stalls to 112 stalls. This includes diagonal on the north side of 3rd street from Highway 71 to Washington and diagonal on the south side from Highway 71 through Gilbert.
Olson was asked to look into adding even more diagonal parking along those streets. He presented cost estimates for maximizing parking along those streets, which was something outlined in the RDG master plan for the downtown area in 2008. That plan included ideas for development in the downtown area, including Main Avenue.
By adding more diagonal parking stalls the streets would need to be widened. The estimated cost to maximize parking on both 2nd and 3rd streets was a $158,000 increase.
Councilman David Konshok proposed a motion to increase the parking along 3rd Street only for an additional $92,000. Councilman Rod Nordberg and Konshok voted in favor of the motion but councilmembers Erika Randall and Paul Utke voted against the increased parking. Mayor Pat Mikesh was absent from Tuesday’s meeting. The motion didn’t pass.
Olson will move ahead with the original recommendation from the preliminary engineering report.
The Riverside project has been on the radar for years and was originally proposed at the end of 2010. After a public hearing in early 2011 the city council decided to delay the project after hearing opposition from many homeowners in the area.
The proposed project cost is estimated at approximately $2,696,400 with a city share of $1,341,400. The rest will be assessed to property owners in the area.
The existing sanitary sewer conditions are very poor. The pipes are likely pre-1940. A video camera was used to examine the pipes in August of 2013 and the video showed joint separation, heavy root intrusion, sags, cracks and breaks. They require frequent maintenance.
The water main and storm sewer are also old throughout some of the area.
The proposed improvements include complete replacement of sanitary sewer, with PVC upgrades of the mains and replacement of services to the property lines.

The project would also include street and sidewalk improvements. In several areas curb and gutter will be added, along with new sidewalks.
Water main and sanitary sewer replacement is 100 percent assessable for the standard size. Storm sewer is 90 percent assessable for standard size. Sidewalks are 50 percent assessable and street replacement is 60 percent assessable for standard size.
Average assessment amounts are estimated at $11,100 for a 50-foot lot on Riverside Avenue, $19,100 for a 100-foot Riverside Avenue lot, $29,000 for a Riverside corner lot, $20,900 for a 100-foot Washington Avenue lot and $15,900 for a 100-foot lot on 5th Street.
It will likely be a two season project.
The tentative schedule includes project design through June, bidding and then beginning construction in August.
Construction would likely be completed in July 2015.
