Street and utility projects continue to dominate Park Rapids city business.

A public hearing Tuesday will include a presentation of a proposed project for the Todd Township Phase III annexation area. At that time property owners can ask questions about the proposed improvements.

The City Council heard a preliminary engineering report for sanitary sewer and water main improvements for Todd Township Annexation Area III.

The annexation agreement said that plans and specifications had to be ordered prior to 2012. The project is listed on the city's Capital Improvement Plan for 2014.

Area III, which is approximately 104 acres, is located on the south side of Fish Hook Lake. The study focuses on extensions to the Fish Hook Park addition and Welle's Channel Shores, with 32 parcels.

City engineer Jon Olson told the City Council at a meeting last fall that although the water supply system is operating at peak capacity the increased water demand would not significantly impact the water capacity of the system.

Cost estimates for the project at the time total $837,300 with $223,600 as the city's share and $613,700 assessable to property owners. The estimated assessment for an average 100-foot interior lot was $17,000. New figures could be presented at Tuesday's meeting.

The Park Rapids City Council has received some backlash from property owners affected by other recent street projects.

Several property owners opposed assessments for the Main Avenue reconstruction project; many said they couldn't afford the high assessment costs due to the economy.

More recently, proposed improvements to Discovery Circle have property owners concerned about the cost of assessments as well.

The hearing is at 7 p.m. at the Park Rapids Area Library lower level meeting room.
