Dean Birkeland, an accountant with Carlson Highland Certified Public Accountants, presented the audit at Monday’s School Board meeting.

“The audit went very well,” Birkeland said. “We had very few, if any adjustments. That’s really good from an auditing standpoint.”

He praised the work of Business Manager Carol Hutchinson and Superintendent Lance Bagstad for their work.

The school district’s proposed budget and actual budget had very small changes, which means that the district is right on target, Birkeland said.

The district saw increases in fund balances for the food service fund and community education fund.

The food service fund balance increased from $177,562 in 2011 to $249,513 in 2013.

The community education fund balance increased from a negative $41,559 in 2011 to a positive balance of $83,354 in 2013.

The district has also increased its overall fund balance dramatically from 2009.

In 2013, the total fund balance was $5,267,963 compared to $1,630,376 in 2009.

Revenues come primarily from local property tax levies, state and federal sources. Expenditures primarily go to direct instruction.

The Government Finance Officers Association recommends an unassigned fund balance in the general fund of no less than two months (16.67 percent) of regular general fund operating expeditures. The Park Rapids Area School District 2013 balance represents 16.5 percent of operating expenditures so is about at the recommendation.
