Level III sex offender moving to Bemidji
Jerrold Ryan Kemmer, 31, a Level III sex offender, is planning to return to the Bemidji area.
According to a press release notification from the Bemidji Police Department:
Kemmer, 31, is scheduled to be released on May 4 and intends to move onto Bardwell Drive in Bemidji at that time.
Kemmer has a history of sexual contact with victims - one was an adult male and one was a young female - that included fondling. He was known to his victims.
Kemmer no longer is wanted by police, and he has served the sentence imposed upon him. Neither the Bemidji Police Department nor the Department of Corrections can dictate where the offender does or does not live or where he works or goes to school.
The Community Notification Act, which went into effect Jan. 1, 1997, makes it possible for local law enforcement agencies to release some information to the public regarding sexual and predatory offenders that was formerly classified as private data.
Abuse of this information to threaten, harass or intimidate the registered offender may be charged as a crime.
