City officials apologize to insulted homeowner
The Park Rapids City Council formally accepted the resignation of city administrator Bill Smith.
"I thank the council for entrusting the city to my care for the past four years," he said in a letter. "That decision is especially telling considering that I came to the helm just as the terrible economic downturn of 2008 occurred. The loss of LGA payments and the press of failing infrastructure were challenging."
