City grants appeals from Main Avenue downtown water service assessments in Park Rapids
The Park Rapids City Council has approved two appeals from Main Avenue property owners.
Linda Anderson and Kathy Grell each questioned why their properties had more than one service lateral. City engineer Jon Olson said in both cases the properties were a bit unusual.
The Andersons have two parcels and received three sanitary sewer services. One of the parcels received two services because there were two existing service lines before the project, he said. During construction, dye was injected in the house and one service line was clearly active and based on visual inspection of the other service line it wasn't conclusive it was abandoned. It was reconnected as a precautionary measure, Olson said. There is only one building on the property.
For the Grell parcel, which is a 150-foot lot of the McGrane 2nd addition, two sanitary sewer laterals and two watermain service laterals were installed on the lot.
Olson said two services were extended to the property because it is an oversized lot. However, he said records don't show that anyone spoke with the property owners before the decision was made. In the past the city has had more than one service laterals on larger parcels. Sometimes it has gone with one set of laterals, though. The reason for two sets is in case a duplex was constructed on the property.
In both cases, Olson said it is typical for these appeals to be made at the public hearing, which was Oct. 25. Neither case was brought up at the hearing.
The council decided to take the extra service laterals off the assessments for Anderson and Grell. An amended assessment roll was approved.
In other business, the council:
n Approved a variance to allow an 80 foot lot width and allow a lot split without frontage in the B-1 district at 220 ½ Eighth Street East.
n Approved hiring Dan Wagner as a part time Public Works utility maintenance engineer.
n Heard a presentation from Widseth Smith Nolting about services they offer in the field of engineering, architecture, land surveying and environmental services.
